摘要：The role of the community-based enterprises about the local development is here analyzed, watching as a contemporary management challenge, the generation of strategies for the development of these businesses, inserted into contexts of marginalization, poverty and inequality. To answer the hypothesis: “The community-based enterprises, placed on townships with low Human Development Index (HDI), do not contribute to the local development due to the fact they do not have access to credit lines or training, there is a lack of entrepreneurial culture, and they obtain low monetary income from their sales”, a questionnaire was designed considering the many variables to study the local development. With secondary sources data, a social-economic profile of the four chosen municipalities in Oaxaca’s region of Sierra Norte was made, where community-based enterprises were found, and considering the HDI of 1990, 2000 and 2005.
