摘要:The purpose of this work is to develop good practice guide for public - private partnerships (PPP) in public water and sewer services. It is currently accepted the fact that the performance issue exceeds the economic and financial dimension, and assessing the performance of public water supply and sanitation becomes a more complex problem, as the social and environmental dimension takes precedence over the service profitability. On the other hand, offering this service in terms of continuity, security, fair pricing, adaptability, quality and environmental protection requires a more profitable and efficient way of providing it, due to the increasingly difficult conditions of ensuring the necessary financial resources. In this context, the public-private partnership becomes a viable solution for providing water and wastewater services, although currently there are many debates regarding the service delegation to a private operator. The content of the document consists in identifying all vectors that characterize the performance of public-private partnerships in conjunction with the specifics of water supply and sewerage services and also establishing the appropriate indicators of measurement for these vectors. After 11 years of the PPP concluded between the municipality of Bucharest and Veolia company entered into force, we can state that, by its performances and constraints, this concession represents a good practice guide, that may be extended also at the level of other places in Romania and European Union. Taking into account its particularities, as well as the specific features of international practices, the authors of this paper considered that the best way to summarize the conclusions of the research is to formulate a set of "learned lessons" resulting from the experience of the municipality of Bucharest, which are intended to be an objective characterization of this partnership, as well as a set of recommendations for any municipality willing to involve private capital in providing the water supply and sewerage public service. Certainly, considering the objectives of this paper, "the lessons" have not been drawn up necessarily from an institutional perspective, which reflects the opinions of the operator, regulator or public administration, but from a social perspective, screened by the consumers' views, that have been identified within this paper.
