摘要：This paper considers the effects of the concept of European Union as the lens through which to study theinternal effects of the EU on Turkish Public Administration system in preparation for membership. Itoutlines the main uses of the European Union effect before discussing in more detail those uses thatwould appear to be of most relevance to this study. Following this discussion, the paper outlines which ofthese approaches will be used mostly in effecting Turkish public administration, how they will be usedand the key questions they raise.
