摘要：Legislation, institutions and rules that determine the communication policies in Turkey have drawn on European ones since the founding of the Republic. Throughout the Turkish harmonization process with the European Union, communication policies have played an important role among the criteria for full membership to the Union. Turkey has tried to bring its communication policies in line with those of the Union in an attempt to fulfill the Copenhagen Political Criteria. In this process the most contentious issue bet ween the Union and Turkey has revolved around the meaning of "freedo m of thought." This study examines Turkey's responses to the "harmonization laws." The study argues that, with the help of EU mo nitoring, a more democratic understanding has been brought about in Turkish communication policies
