  • 摘要:One of the unintended consequences of the European Union expansion in 2004 and 2007, which granted the citizens of New Member States the freedom of movement and employment across the EU triggering large scale migratory flows (Black, Engbersen, Ok¨®lski, Pan..ru2010; Home Office 2009), has been the rise of migrants' homelessness in numerous Western European cities. In particular, London has seen a dramatic increase in rough sleeping among EU migrants most notably from Poland. Homeless services agencies' statistics (Homeless Link 2006, 2008, 2010, CLG 2008), media reports (Ramesh 2010), increased government funding for reconnection projects (Thames Reach 2010) and intensification of forced removal practices undertaken by British immigration police (UKBA) all point to an emergence of a serious social problem. The fact that onein four London rough sleepers is now from A8 EU1states (Homeless Link 2010), and in some Day Centres in the capital half or more clients are from these countries (Garapich 2010), with a striking dominance of Polish nationals, begs an explanation as to why this is occurring. This article aims at answering that question taking an anthropological perspective looking at how individuals experiencing extreme exclusion negotiate and make sense of structural conditions and how a deeper understanding of these culturally significant meaning making practices performed on the streets of London shapes the interaction between migrants, groups they form and institutions of civil society and the state
