摘要：Este artigo tem por objetivo fazer uma análise de como evoluiu a expansão do parque gerador brasileiro, primeiramente durante o período em que seu planejamento foi indicativo (1995 – 2003) e, em seguida, na transição para o ambiente de planejamento determinativo, onde toda a energia (de usinas existentes e de novas centrais) passou a ser comercializada por meio de leilões. Enquanto em um ambiente de planejamento indicativo, buscouse interpretar, entre as centrais geradoras que iniciaram sua operação comercial a partir de 2000 (obtiveram seus contratos de concessão ou autorização a partir de 1995), quais elementos forneceram os sinais econômicos que geraram atratividade para a realização de investimentos. Posteriormente, é apresentada a legislação federal e respectiva regulamentação que estabeleceu a volta ao planejamento determinativo, e que por sua vez aponta para sinais econômicos de atração de novos investimentos por meio das premissas adotadas nos leilões de energia existente e de energia nova. Por fim, destacase a metodologia e os resultados dos leilões de energia existente ocorridos em 2004 e 2005, destinado a contratação da energia por centrais geradoras que já iniciaram sua operação comercial, assim como a metodologia e as expectativas para o leilão de energia nova que ocorrerá em dezembro.
其他摘要：This article has the objective to make an analysis of how the expansion of Brazilian power generation park evolved, first, when the planning was indicative (19952003), and after, analyzing the transition to an ambient of determinative planning, where all energy (from existing plants and new plants) commences to be commercialized by auctions. While in an ambient of indicative planning, it was investigated, between the generation plants that had started its commercial operation since 2000 (obtaining its concession contracts or authorization since 1995), which elements gave economic signals that generate attractiveness for investments. Later, it is presented the federal legislation and the respective regulation that establish the return to determinative planning, from which some economic signals to attract new investments is done by the premises adopted in the existing and new energy auctions. By the end, it is pointed the methodology and results of the existing energy auction occurred in 2004 and 2005, where was contracted energy from generation plants that have already initiated its commercial operation, and also the methodology and expectations to the new energy auction that will occur next December.
