摘要：This paper recommends nine measures for institutionalcapacity building to be implemented by the State of Malta in orderto achieve sustainable development in the Maltese Islands. Thesemeasures are also aimed at giving better effect to Chapter 10 of theWorld Summit on Sustainable Development's Plan of Implementa-tion. The proposed actions deal with (a) the allocation of Govern-ment entities entrusted with environmental functions to the Envi-ronment Ministry; (b) the establishment of a Sustainable Develop-ment Authority; (c) the appointment of a Parliamentary Commis-sioner for the Environment and Sustainable Development; (d) theconstitution of a select committee of the House of Representativesaddressing sustainable development issues; (e) the setting up ofthe Office of Curator of the Right of Future Generations to aHealthy Environment; (f) the codification of Maltese Environmen-tal Legislation; (g) the creation of an Environmental Court; (h) thepreparation and enforcement of a national strategic plan for thesustainable development of the Maltese Islands; and (i) the strength-ening of the role of environmental non-governmental organisa-tions
