The paper questions the language activity of two teachers who animate pupils’ councils in a CE2 and a CM1 classes in a primary school claiming Freinet pedagogy. This activity is analyzed with some language acts categories which are gathered in three functions: function of evaluation, function of conceptualization and function of action guide. It appears that way the teacher manages these functions according to the situation discussed in class, can be indicative of the development of some professional gestures. For example, we see that, based on his experience, teacher operates differently to fill two types of task: mentoring students interventions and support for decision making. This analysis raises questions about how teachers are able to manage two essential purposes of pupils’ councils: a political purpose of decision making and a learning purpose of citizenship education.
