摘要:Zimbabwe underwent a series of political, economic and social transformation following the attainment of independence in 1980. Such paradigm shift led to changes in both revenue and expenditure policies and patterns. This study examines the direction of causality between expenditure and revenue of the Zimbabwean government over the period from 1975 to 2004. Both bivariate and multivariate Granger causality models were developed to test the tax-spend hypothesis in the country’s public finance management system. The results of this study support Barro’s (1974) hypothesis that government expenditure causes revenue, and that there exists a stable long-term relationship between total government expenditure and total revenue
