摘要：Denial is a climate within the Belt-way.We'd just like not to have to havelarge numbers of ground forces. We'd like to believe they're not nec-essary.We'd like to think that we can antici-pate the kind of war the future will holdand shape the strategic environmentand our military force to that future. Ifwe could actually do this, one wonders,why haven't we been able to yet.We'd also like to think that we canprevent future threats to American in-terests because of our advanced intelli-gence forecasting capacity. Again onewonders, if we could actually do this,why haven't we been able to yet.We beli eve that should we fail toforecast, a "rapid decisive operation"or a "lethal, fast, remote" use of forcewill resolve the issue, or that we willhave the time to raise the force neces-sary to meet whatever challenge weare facing
