摘要：En este trabajo se desarrolla un modelo teórico con fundamentos microeconómicos sobre el funcionamiento del mercado de crédito en una economía abierta. El modelo permite identificar los canales a través de los cuales el sistema financiero doméstico puede propagar y amplificar los ciclos inducidos por fluctuaciones en las tasas de interés internacionales y es consistente con la observación empírica de una correlación positiva entre el crédito en pesos al sector privado y los flujos de capitales que se puede apreciar en el caso colombiano. Con base en el modelo se muestra que la utilización activa de los coeficientes de encaje bancario con propósitos contracíclicos, tal como fue sugerida por Edwards y Vegh (1997), puede ser contraproducente.
其他摘要：This paper develops a macro model with microeconomic foundations of the credit market in a smallopen economy. The model identifies the channels trough which the financial sector can propagate andamplify the shocks induced by fluctuations in the world financial markets. These findings are widelyconsistent with the empirical evidence for the Colombian economy in recent years, in particular withthe strong positive correlation observed between domestic credit and capital flows. The model alsosuggests that the pursuing of an active countercyclical policy of reserve requirements, such as thatrecommended by Edwards and Vegh (1997), can be ineffective to insulate the domestic economy fromthe external shocks and may have a perverse effect over some agents of the economy
