摘要：This preference is already clearlydemonstrated on the first page ofthe EC's first communication Towardsa New Asia Strategypublished in 1994:"by the year 2000 one billion Asianswill have significant consumer spend-ing power and of these, 400 millionwill have average disposable incomesas high, if not higher, than their Euro-pean or US contemporaries" (1994:1).Somewhat further on it is stated that"the Union needs as a matter ofurgency to strengthen its economicpresence in Asia in order to maintainits leading role in the world economy.This increase of the relative weight ofAsia in the world economy will consid-erably reinforce the political weight ofthis region on the intellectual politicalscene. To keep Europe in its major roleon the world stage, it is imperative totake account of the emergence of thesenew Asian Powers"(1994:1)
