摘要:In the wake of political reforms insti-tuted in 1990, non-Khas nationali-ties began asserting their own nationalidentities within the boundaries of thecurrent state. A new constitution wasintroduced that year, confirming Nepalas a multinational (bahujati) and evenmultilingual (bahubhasika) country. The constitution, however, retained theNepali (Khas) language as the official'national language' and Hinduism asthe sole 'state religion'. Although theconstitution provides liberty for ethnicnon-Khas and non-Hindu religiouscommunities to express themselves –against the domination of the 'onenation, one language, and one religion'policy of the government – minoritylanguages and religions remain with-out legal protection
