摘要：During the last decade, a number ofdeveloping countries first experi-enced rapid economic growth and werethen faced with even more rapid eco-nomic decline, particularly countries inSoutheast Asia that fell victim to the1997 Asian financial crisis. Meanwhile,in some places, increases in state powerhave placed greater constraints on localpeoples' livelihoods. Declining statepower elsewhere has fostered localautonomy, but has also increased outsidethreats, mainly the threat of uncontrolledresource exploitation. In sum, this hasled to heightened concern among gov-ernment officials, development special-ists, and local peoples over the sustain-ability of natural resource use
