摘要:In 1993, G. Aliyev, a former memberof the Central Committee of theCommunist Party of the Soviet Union,became the president of the Republicof Azerbaijan. After consolidating thebranches of power, Aliyev installed hisclan to administer the country. Justbefore his death in 2003, his son IlhamAliyev was elected president. Azerbai-jani leaders and policy makers soughta uniting national idea that wouldstrengthen the position of the Aliyevclan throughout the country. They com-missioned the nation's intellectuals andeducators to develop themes address-ing 'the united Azerbaijani nation' and'the territorial integrity of the Azerbai-jani lands'. Those who remainedemployed in public education after thedramatic budget cuts had little choicebut to comply. By the beginning of the1990s, fundamental research was hard-ly distinguishable from populist agita-tion, leaving the Azerbaijani publicwithout tools to distinguish fact fromfiction
