摘要:For the purposes of this paper, union density, unionization and union coverage refer tothe proportion of paid workers whose terms of employment are covered by a collectiveagreement.Based almost entirely on data from Statistics Canada's Labour Force Survey for 1997 and2002 and from comparable earlier household survey, the paper briefly examines changes inunion density, from 1984 to 2002, and provides a much more comprehensive analysis ofchanges, from 1997 to 2002. (Data on union coverage has been available from the Labour ForceSurvey only since 1997.)Part I summarizes forces driving union density. Density is basically a function ofchanges in employment in already unionized workplaces compared to non-union workplaces,and the rate at which non-union workers are organized into unions. Unfortunately, it isimpossible to fully separate out the two key factors. New organizing in the 1990's has extendedunion coverage to somewhere between 1.4% and 1.8% of all non-union workers each year, butthe positive impact on union density has been offset by overall changes in employment in unionand non-union workplaces. New organizing has made a difference, but it has been a case of"rowing against the tide" in the job market as a whole. (A separate paper looks in detail atunion growth from new organizing.)
