La transformación de Centroamérica, y no simplemente su reconstrucción, ha sido la consigna esgrimida por los principales actores que participan en el desarrollo de esta región después del desas-troso paso del huracán Mitch. La crisis provocada por la naturaleza no ha logrado constituirse en una oportunidad capaz de modificar las estructuras sociales de la región, más concretamente las relaciones entre Estado y sociedad. Además de haberse propiciado la "normalización" del impacto del fenómeno, se lo ha aprovechado para impulsar las estrategias neoliberales de desarrollo económico que venían implementándose a nivel regional con anterioridad al desastre.

After the disaster of the hurricane Mitch, the slogan of the main actors concerned with the development of the Central American zone has been 'transformation' and not simply 'reconstruction'. However, the crisis provoked by the hurricane has not provoked a change capable of modifying the social structures of the region or the relations between the State and society. On the contrary, the attempts to normalize the situation have been accompanied by an additional impulse for the neoliberal policies which were being applied in the region before the disaster.
