En medio del desastre irresuelto derivado del huracán Mitch, los dos principales partidos nicaragüenses han optado por hacer reformas políticas y constitucionales que consoliden el esquema bipartidista. La oportunidad abierta por la generosa ayuda internacional, orientada a la reconstrucción del país, será desaprovechada si no se resuelven graves problemas de gestión técnica y de corrupción en la política y la administración. Las elecciones locales del 2000 y las presidenciales del 2001 son el marco donde se comprobará el éxito de la jugada bipartidista, y cuando probablemente verá sus frutos el intento gubernamental de que la deuda multilateral del país sea condonada.

Amidst the unresolved disaster left by the hurricane Mitch, the two principal parties have opted for political and constitutional reforms designed to consolidate the two-party scheme. The opportunity provided by the generous international aid to reconstruct the country will be wasted if the serious problems of management and corruption are not resolved. In the local elections of 2000 and the presidential election of 2001 the success of the bipartisan ploy will be put to the test and within this context it is probable that the government achieves the cancellation of its multilateral debts.
