El proceso electoral-2000 en el Perú es materia de análisis en este trabajo. Dicho proceso tuvo varios bandazos, expresivos de la extrema debilidad de los actores políticos. Este artículo ofrece una explicación de esos bandazos, partiendo de las estrategias y decisiones de esos actores, y de su relación con el electorado. Al final, el autor sugiere un camino posible que podría llevar al Perú por el ansiado camino de la transición a un régimen plenamente democrático.

This article analyzes the process which culminated in the Presidential elections recently celebrated in Peru. The article attempts an explication of unexpected twists and turns of the campaign, which are seen as evidence of the weakness of the political actors. The strategies and decisions of these actors and their relationship with the electorate are examined and the author ends up proposing a potential path toward the introduction of an effectively democratic regimen in the country.
