Detrás de las transiciones entre regímenes, por ejemplo de dictaduras militares a regímenes democráticos, parece esconderse otro cambio o transición. Este se refiere a la cultura política, es decir, a la matriz de relación entre Estado, estructura político-partidaria y base social, y al sentido que la gente le da a la política y a la acción colectiva. El trabajo examina estas transformaciones y muestra los sustitutos espurios de la acción política como el tecnocratismo y el comunitarismo. Se desarrolla la idea de un triple reforzamiento de los componentes de la matriz de acción política, así como se discute el contenido ético y el papel de los intelectuales en este cambio.

Behind the transitions between regimes, for example from military dictatorships to democratic regimes, there seems to be hidden another change or transition. The author refers to the political culture, that is to say, the relationship between State, party-political structure and social base and the sense people attribute to politics and collective action. The article examines these transformations and exposes the false substitutes for political action such as the technocratic and the communitarian. It develops the idea of a triple strengthening the matrix of political action and discusses its ethical content and the role of intellectuals in this change.
