Se están operando dos grandestransformaciones en losmercados de trabajo de laregión. Una tiene que ver conla crisis del empleo formal,paradigma laboral de lamodernización previa, quesupone que las tendenciasexcluyentes (precarización delas relaciones salariales,desempleo estructural,migración laboralinternacional y persistenciadel autoempleo de subsistencia)se impongan a las integradoras.Otra transformación afecta lapropia lógica integradoradel mercado de trabajo. Lageneración de empleo,inducido por políticasestatales, deja de ser elprincipal mecanismo deintegración y, en su lugar,emerge el fenómeno de laempleabilidad, que remitea la capacidad de los propiostrabajadores para generarposibilidades de empleo oadecuar su entorno laboral.

Two significant changes are operating inthe labor markets of the region. The firstis related to the crisis of formalemployment, the work paradigmcharacteristic of the prior period ofmodernization, and leads to anincreasing exclusion (the increasinglyprecarious nature of salary relations,structural unemployment, internationallabor migration and the persistence ofself-employment for subsistence). Thesecond change undermines the very logicof a work market as a mechanism forintegration and leads to the phenomenonof employability, that is, the capacity ofthe workers themselves to createpossibilities of employment or adapttheir labor potential to changes in themarket.
