En pocos años el entorno internacional se ha modificado de manera radical. Han surgido nuevas condiciones políticas, produciéndose también un cambio significativo en el comportamiento y en la naturaleza misma de los actores, tanto estatales como no gubernamentales. En ese nuevo escenario, los procesos de integración regional en curso se enfrentan a una serie de desafíos, pero también de posibilidades. El artículo hace un análisis de los pasos histórico-políticos del Mercosur, de sus tensiones estratégicas y de las oportunidades y perspectivas abiertas con la nueva configuración política en el Cono Sur.

In the course of a few years the international scenario has suffered radical changes. The political conditions are new, provoking significant changes in the behavior and in the very nature of the actors, both state and non-governmental. In this new situation, the regional integration processes face a series of challenges but also new possibilities. This article analyzes the evolution of Mercosur, the tensions it has provoked, together with the possibilities and prospects offered by the new political climate in the Southern Cone.
