La finalidad básica de este estudio es establecer elementos que ayuden a elaborar una estrategia operativa para las negociaciones que desarrollan actualmente países de América Latina y el Caribe con Estados Unidos. Al respecto se hará particular referencia a naciones con economías de pequeños mercados. A partir de una estrategia operativa que deberá ser establecida en su versión final con representantes del sector privado y con negociadores dentro de los países, se podrán determinar: a) los contenidos de las fases de negociación; b) los rangos y límites de alianzas con otros actores y sujetos; c) los rangos y límites de alianzas con otros actores y negociadores; d) escenarios complementarios y contenidos en otros foros de negociación; y e) indicadores de seguimiento, monitoreo y retroalimentación en fases secuenciales de negociación.

The objective of this study is to design an operative strategy for the current negotiations between the Latin American and Caribbean countries and the United States, with particular reference to those whose internal market is limited. The initial proposal, that needs to be consulted with the private sector and the government negotiators, covers: a) the contents of the successive phases of the negotiation, b) the ranking and limitations of alliances with other actors and subjects, c) the ranking and limitations of alliances with other actors and negotiators, d) complementary scenarios and other negotiating ambits and e) indications for registering, monitoring and retro-alimenting the successive phases of the negotiation.
