El artículo explora el papel de las cumbres en las relaciones entre la Unión Europea y los países de América Latina y el Caribe. Para enmarcar este análisis reflexiona sobre las razones y las implicaciones de la proliferación de cumbres en el actual sistema internacional. En la parte central del texto se repasa el surgimiento y evolución de las cumbres birregionales desde finales de los años 90, para luego analizar cuál ha sido su impacto, qué problemas han encontrado y cuáles son las perspectivas futuras, particularmente en cuanto a su contribución al establecimiento de una verdadera asociación estratégica.

This article explores the role of the summit meetings in the relations between the European Union and Latin America and the Caribbean. As a framework for this discussion, it starts with an analysis of the reasons for the proliferation of summit meetings in the current international systems and their implications. The central part of the text is devoted to register the beginnings and the evolution of the summits since the late nineties, an analysis of their impact, the problems encountered and future prospects, especially, the prospects of establishing an effective strategic association.
