El acuerdo de liberalización económica, concertación política y cooperación firmado entre la UE y México despertó grandes esperanzas. A tres años de su vigencia, debe admitirse que no cumplió con todas sus promesas. Sin embargo sigue ofreciendo el instrumento idóneo para consolidar la relación entre ambos socios y regiones, lazos en los cuales México juega desde un principio, y seguirá desempeñando, un papel de eje y precursor. La Cumbre UE-América Latina y Caribe debería confirmar a la vez la dificultad de dar un verdadero salto cualitativo en la relación bicontinental, la utilidad de los acuerdos y el papel central de México en el vínculo del continente con Europa.

When the European Union and Mexico signed an agreement on economic liberalization and political collaboration and cooperation, expectations were buoyant. After three years in force, it must be admitted that not all that was promised has been accomplished. Nevertheless, the agreement continues to be an appropriate instrument for consolidating the relationship between each of the partners and regions. In this sense, Mexico has been a precursor and continues to play a key role. The Summit Meeting between the European Union and Latin America and the Caribbean will doubtless confirm the impression that it is difficult to produce a qualitative change in the relations between the two continents. However, it will also demonstrate the utility of the agreements and Mexico´s key role in consolidating links with Europe.
