El artículo analiza el gobierno de Lula desde su comienzo hasta mediados de 2004, centrándose en tres cuestiones: los dilemas de política económica, la relación con el PT y la organización de una coalición gubernamental, y las políticas sociales de distribución del ingreso. Analiza cómo el comienzo de la gestión estuvo condicionado por el tipo de oposición y renovación del PT hasta fines de 2002, así como las formas en que las cuestiones mencionadas se conjugaron para arrojar un saldo hasta el momento positivo, si bien expresivo de una gestión político-económica y una agenda de reformas consistentes pero no exentas ambas de vulnerabilidades y de una coalición muy amplia pero heterogénea, inestable y difícil de sostener.

This article analyzes Lula´s government from its´ outset until mid-2004, focusing on three problems: the dilemmas of economic policy, the relationship with the Workers´ Party (Partido dos Trabalhadores) and the building of a government coalition, and the social policies designed to redistribute income. It analyzes how, in its initials stages (until late 2002), government policy was conditioned by the type of opposition and renovation within the Workers´ Party and the way in which the combined approach to the three problems produced beneficial results. This result reflected an effective political and economic management and a realistic reform agenda. It was nevertheless affected by shortcomings and by the heterogeneous, unstable and fragile nature of a the broad coalition backing the government.
