En estos momentos el neoliberalismo ortodoxo está siendo reformado hacia una nueva orientación programática llamada «pos-consenso de Washington», donde la modernización estatal a través de una segunda generación de reformas, así como la integración social a través de la lucha contra la pobreza, son considerados asuntos importantes del desarrollo. El artículo valora esta nueva política, identifica sus potenciales y déficit, y llega a la conclusión de que la aparentemente nueva idea de amortiguar socialmente el desarrollo económico continúa basándose en un concepto liberal de la economía.

The New International Struggle Against Poverty. What are the Prospects for Currently neoliberal orthodoxy is being reformulated on the basis of a new programmatic orientation known as the «Post-Washington Consensus», with the recognition that the modernization of the State by way of a second generation of reforms, together with a social integration promoted by the struggle against poverty, are important ingredients of any development policy. This article reviews the new policy, identifying its potential and its shortcomings, and comes to the conclusion that the apparently new idea of providing a social cushioning for economic development continues to be based on a liberal conception of the economy.
