摘要：Тhe question of the forming of Alexander’s The First programme directed to the emancipation of the possession peasants in Russia at the beginning of the XIX-th century, and to the so called Private Committee in that direction. The article is based upon the wide range of sources some of which have been brought in scientific resource for the first time.
