摘要：Social management refers to the government-led and the use of effective means and tools to administrate society. The main body diversifies gradually. At present, the management of human resources is gradually becoming the core content of social management under the new situation. This paper based on the analysis for the policy of "two dimensional and Four points" and the mechanism of "the trinity" try to come up with the social management innovation to the actual cases of rural human resources development and management. In order to provide policy recommendations to make reasonable and effective development of Chongqing rural human resources.
