摘要:The attention of the MLA Federal Relations Committee has been called to the fact that apublisher of scientific journals has proposed to certain individual libraries that steps be taken to pay royalties on photocopying of pages from its copyright-protected periodicals or that such libraries refrain from all copying of copyrighted materials. These proposals are a part of a long history that relates to the complex problem of copyright and modern copying machines. Numerous committees, libraries, and individuals have studies the matter and its implications, and legislation is presently before the Congress for revision of the copyright law. The American Library Association, the Council of National Library Associations, the Association of Research Libraries, and other groups have adopted policies and have made their positions known in their publications.
