摘要:Minnesota is in the midst of a waveof interest in reforming the state tax sys-tem. In response to taxpayer inputgathered at numerous public meetings,the Minnesota Department of Revenue(DOR) has developed proposals de-signed to make the tax system fairer,simpler, and more favorable to prosper-ity. Governor Ventura has proposed thatthe state 1) shifts K–12 education fund-ing away from local property taxes tosome other tax, 2) reduces income-taxrates, and 3) lowers the rate and broad-ens the base of the sales tax. TheCitizens' League has recommended thatproperty-tax relief be more carefullytargeted to low-income households. Fi-nally, Minnesota has joined 38 otherstates in seeking to simplify general salestaxes and to adopt a model sales-taxsystem.
