摘要:BACKGROUND: Governments in Eastern andSouthern Africa have transformed their foodeconomies over the past decade. Despite muchevidence showing the impressive achievementsof food market reforms, the reforms havecreated acute political dilemmas for governmentsamidst protests by powerful groups whoperceive their interests to be threatened by thereforms. As a result, policymakers have faceddifficult decisions in defining a consistent andeffective role for the state in the newly emergingfood marketing systems.
