摘要:for the diffusion of information technology (IT) in rural areas. An IT programme for the northern part of Norway is assessed, and the effects of the programme are compared with the consequences of the ongoing diffusion of IT in the region. The analysis shows that the programme initiated some successful projects, but that it as a whole had minor effect on the diffusion and use of IT in the region. The conclusions are that technology diffusion programs should be integrated into general development strategies, and that one should put emphasis on stimulating innovations and learning processes locally. While technology push strategies are likely to be influenced by outside controlled forces, market pull efforts can more easily be adapted to local conditions and needs. This is not at least important when taking seriously to provide new jobs for women, which is particular important in rural areas.
