摘要:The saga of the Montreal Protocol recounted by former Prime Minister Palmer demonstrates the limits of even successful treaties: the process is cumbersome and time-consuming, and agreements are not easily policed. International regimes are emerging quickly measured by the timescales of international law and procedure, but perhaps not nearly fast enough to avoid environmental disaster.
