摘要:In Theodore Roosevelt Conservation Partnership v. Salazar, the United States District Court of Appeals, District of Columbia, upheld a district court decision denying environmental groups‟ claims that the Bureau of Land Management‟s Record of Decision, accompanying environmental impact statement, and subsequent drilling permits violated the National Environmental Policy Act, the Federal Land Policy and Management Act, and the Administrative Procedure Act. The Court concluded that appellants failed to show any of the Bureau of Land Management‟s decisions were “arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law.” The decision was a victory for groups pursuing development of a mineral-rich region of south-central Wyoming.
