It encourages a dynamical slowing down of the water resource, with respect to a reasonable protection toward flooding. Reasonable means that both downstream (direct) and upstream (indirect) side effects of local protections are taken in account. The product of the model is a synthetic map, easy to read by non-specialists, but also usefull for technicians by measuring volumes and security margins, and so directly usable for management. The model allows to progress for both flood and drought mitigation.
