According to how well-adapted they were to the drop in rainfall, various means of working the land were put into practise. Emergency food relief had both positive and negative consequences. The ways and means used by local populations to exploit the land were distinctly better than those forced upon them outside which initially caused very pronounced ecological disturbances.
