摘要：El trabajo tiene como objetivo analizar los cambios que se están dando en los sistemas de ciencia y tecnología en América Latina y el Caribe, planteando que se trata de modificaciones ocasionadas por la inserción de las economías de la región al nuevo patrón de reproducción; lo cual ha ocasionado tensiones entre los diversos actores e instituciones. Asimismo, hace una identificación de los principales actores que inciden en tales cambios.

It is identified the central actors in the change process and it is proposal it is necesary new forms for the inclusive implementation.
