摘要：El objetivo de este artículo es explicar, desde el enfoque del nuevo institucionalismo político, la falta de participación ciudadana en la gestión municipal chilena. La metodología de trabajo consistió en análisis documental de la ley 18.695 orgánica constitucional de municipalidades y de la ley 19.175 orgánica constitucional sobre gobierno y administración regional. El principal resultado es que existe una relación de dependencia institucional entre el municipio y los demás niveles de gobierno que producen incentivos para promover una participación ciudadana instrumental en la gestión local. La principal conclusión es que las reglas del juego generadas en la era democrática (Ley 18.695 y 19.175) contribuyen escasamente a promover una gestión municipal participativa que aporte al proceso de fortalecimiento democrático.
其他摘要：The objective of this paper is to explain, from the point of view of political institutionalism, the lack of citizen participation in the Chilean municipal management. The methodology of this study was based on documental analysis of the organic constitutional Law of Municipalities 18.695 and the organic constitutional Law of Governmen t and Regional Administration19.175. The main result of the study is that there exists a relationship of institutional dependency between the municipality and the other levels of government that produce incentives to promote an instrumental citizen participation in the local management. The mainconclusion is that the rules created in the democratic era (laws 18.695 and 19.175) scarcely contribute to promote a participative municipal management that supports the process of democratic strengthening.
