摘要：Este ensayo explora las transformaciones a la administración pública mexicana realizadas durante el sexenio del presidente Ernesto Zedillo (1994-2000), a través de algunos de los posibles obstáculos a la puesta en marcha de la reforma a la Ley de Servicio Civil de Carrera. Se examina hacia dónde se han dirigido las transformaciones administrativas y se pone en evidencia el hecho de que un cambio en la estructura, en la realización de trámites y aun en la transferencia de funciones a los gobiernos locales serán insuficientes y no propiciarán un cambio profundo en el aparto gubernamental, si no cambian (o se establecen) criterios con base en méritos para la contratación, promoción y separación de los empleados públicos.
其他摘要：In this paper, we explore the different transformations that the Mexican public administration suffered during the six year government period of Ernesto Zedillo (1994-2000) through some of the hindrances that the Law for the Civil Service Career (Ley de Servicio Civil) encountered. We examine the direction that the administrative transformations have taken and present some evidence of the fact that changes in structure, in paperwork procedures and even in the transference of tasks to the local governments are not enough and will not modify deeply the governmental apparatus, unless the criteria are changed (or established) taking into consideration the merits for the civil servant hiring, promotion and separation.
