摘要：En este artículo se reflexiona sobre la naturaleza del desarrollo en el cambio de siglo, no porque las ideas ni las experiencias se ajusten al ritmo de las centurias, sino porque en la última parte del siglo XX se produjeron cambios que justifican sobradamente revisar las anteriores posturas sobre el desarrollo y las relaciones entre población y desarrollo. Los simplismos, incluyendo la ortodoxia económica actual, no son la solución para las tareas del desarrollo. Para alcanzarlo se requiere un buen gobierno; es decir, instituciones y políticas acertadas, balanceadas e incluyentes, que integren crecimiento económico estable y sostenido, equidad social, participación democrática y sustentabilidad ecológica, lo que implica reconocer la gran complejidad de las interrelaciones societales, donde también importan los valores, los arreglos y las tradiciones, al igual que las instituciones y las iniciativas individuales.
其他摘要：This article reflects on the nature of development at the turn of the century, not because ideas or experiences adjust themselves to a century-long rhythm, but because in the last part of the XXth century changes were produced which amply justify revising prior propositions regarding development and the relation between population and development. Simple-minded notions, including the current economic orthodoxy, are not solutions for the tasks of development. In order to attain development, good government is required; that is, institutions and politics that are well-designed, balanced, and inclusive, which integrate stable, sustained economic growth with social equity, democratic participation, and sustainable ecology. This implies a recognition of the great complexity of societal interrelations, where values, rules, and traditions are also important as well as institutions and individual initiatives.
