摘要：Este trabalho teve como objetivo geral estabelecer um paralelo entre as atuais recomendações das políticas públicas do turismo nacional e o planejamento do turismo no município de Valença - Bahia. Para tanto, foi realizada uma discussão teórica sobre a importância do planejamento para o desenvolvimento turístico do município, enfocando o turismo e o planejamento, o setor público e o turismo e planejamento e participação. Ademais, analisou-se a proposta de planejamento traçada para o município em questão, através de pesquisas e entrevistas com membros da secretaria de turismo e atores sociais. Foram realizadas pesquisas em dados secundários disponibilizados pela secretaria de turismo do município e em dados primários (entrevistas), bem como utilização do método DAFO, como método auxiliar de análise. Os resultados apontaram para a não consideração efetiva da participação popular nas ações propostas pelo planejamento turístico de Valença e na decisão de políticas públicas de turismo do município. Este resultado evidencia a utilização de ações inadequadas e a falta de compreensão dos indivíduos sobre a importância da participação. Conclui-se que a estruturação do turismo, baseada na participação e integração dos agentes envolvidos, pode trazer resultados mais efetivos e condizentes com a realidade da região.
其他摘要：This study aimed to establish a parallel between the current recommendations of public policies on tourism and tourism planning in the municipality of Valença - Bahia. To this end, we performed a theoretical discussion about the importance of planning for tourism development in the city, focusing on tourism and planning, the public sector and tourism planning and participation. Furthermore, we analyzed the proposed planning for the municipality in question, through research and interviews with members of the secretariat of tourism and social actors. Surveys were performed on secondary data provided by the secretary of tourism of the municipality and on primary data (interviews) and use the method DAFO, as a method of analysis. The results showed no consideration for effective popular participation in the actions proposed by the Valença trip planning and deciding public policy tour of the city. This result demonstrates the use of inappropriate actions and lack of understanding of individuals about the importance of participation. Concludes that the structure of tourism based on participation and integration of agents can bring more effective results and consistent with the reality of the region.
