摘要：Con el advenimiento en Venezuela, del Gobierno de Hugo Chávez en 1999, se impulsa un modelo de sociedad contrahegemónico a la tendencia neoliberal de los noventa, como parte del cual promueve la participación ciudadana. Este trabajo tiene el propósito de estudiar los rasgos de la participación referida, considerando la incidencia de los ciudadanos en la gestión pública y el tipo de organización social promovida. Los resultados preliminares revelan que: 1) En una primera etapa vinculada al pago de la deuda social el gobierno promovió la participación ciudadana en la ejecución de decisiones sin clara identificación de la organización social promovida, 2) En una segunda etapa se centró la atención en la participación en las decisiones en el nivel local a través de los Consejos Locales de Planificación Pública (CLPP) y en la promoción de diversas organizaciones sociales, entre éstas los Consejos Comunales, 3) En una tercera etapa el gobierno promueve la participación integral teniendo como organización clave los Consejos Comunales y 4) Una cuarta etapa la constituye la promoción de las comunas, es la fase actual de la política de participación. Se concluye que el proceso apunta a la construcción de una democracia participativa al lado de la democracia representativa, que favorece el modelo de sociedad que se promueve aún cuando en el marco de avances y retrocesos y de un proceso altamente conflictivo donde intervienen sectores opuestos al proyecto de transformación.
其他摘要：With the coming, of the Government of Hugo Chávez in Venezuela in 1999, a model of society was put forward that was counterhegemonic toward the neoliberal tendency of the 1990s, and part of this was the promotion of citizen participation. The purpose of this work is to study the characteristics of the aforementioned participation, considering the incidence of citizens in public management and the type of social organization promoted. Preliminary results reveal that: 1) During a first stage, linked to paying the social debt, the government promoted citizen participation in the execution of decisions without clear identification of the social organization being promoted; 2) During a second stage, attention was centered on participation in decisions on the local level through the Local Public Planning Councils (CLPP-LPPC) and the promotion of diverse social organizations, among these the Communal Councils; 3) At a third stage, the government promotes integral participation with the Communal Council as the key organization; and 4) A fourth stage consists of promoting communes, which is the current phase of political participation. Conclusions are that the process points to the construction of a participative democracy next to a representative democracy, which favors the model of society that it promotes even within the framework of advances and retreats and a highly conflictive process where sectors opposed to the transformation project intervene.
