其他摘要：This article has the objective of emphasizing the importance of horizontal cooperation as a mechanism for enterprize management which guarantees the permanence and the sustainability of social programs destined to mitigate poverty. Horizontal cooperation is understood as the practice applied to social programs for the reduction of poverty which propitiates an alliance of the public sector of the state political sector which occupies the role of regulator, and director of public and social policy; the private sector, profit oriented, generally dedicated to the production and distribution of goods and services which is generally competitive and innovative; and civil society, non-profit sector, integrated by organizations and interest groups of diverse types which generally are organized, participative and co-responsible in development pojects. The support of the members of this triple alliance is through financial resources for social investment, and human and technical resources for the management of the programs. With this objective in mind, in the framework of the project Successfull Experiences in the Reduction of Poverty: Horizontal Cooperation in latinamerica and the Caribbean Area, the objectives of which were: the identification of, detailed description of, and diffusion of successfull practices in reducing poverty in Argentina, Brazil, Bolivia, Chile, Colombia, El Salvador, Guatemala, Jamaica, Urugual and Venezuela; facilitate the exchange of these succcessful experiences among the participating nations; publicly recognize some of the more innovative experiences, supporting the establishment of regional mechanisms to promote and facilitate the transferral of successfull programs to mitigate poverty; and contribute to the development of alliances for the reduction of poverty- in Zulia State, during the first stage, 16 profiles of programs will be developed in the areas of; education, health, culture, income generation, (micro-businesses), and self-help construction of housing. The identification of these experiences has followed criteria such as: sponsorship, impact, novelty, repeatability, accessability, cost, sustainability, equity, and participation; and their systemization with the objective of reaching a homogeneous structure through the following sections: antecedents (year, date of initiation, site), activity description, innitiating sector, products, partners, and contributions of the partners. In a second phase of the project, on a national scale, 10 successfull actions were selected through an Alliance Promotion against Poverty Committee. One of the 16 profiles presented in the first phase: The Mobil Clinic Programwas selected, in which the last stage of development under the figure of case study, considered: how the aliance was originally formed, confirmation of the results of the aliance, the future projections of the aliance, the earnings or benefits of the partners, the functioning of the Alliance, the obstacles encountered and the secret of success, as well as the lessons learned.
