摘要：La política educativa implementada por la administración presidencial de Lázaro Cárdenas (1934-1940) fue impugnada por un amplio sector de universitarios del país. Ante la imposibilidad de llegar a puntos de vista comunes con la comunidad universitaria el Gobierno de la República decidió implementar una política de educación superior al margen de aquélla. El artículo tiene el propósito de mostrar algunos aspectos de la política de educación superior e investigación científica implementada por el régimen cardenista a través del Consejo Nacional de la Educación Superior y la Investigación Científica, CNESIC. Este relato muestra la emergencia de una institución y una estrategia educativas en momentos en los que existía una disociación entre la mayoría de los universitarios y las autoridades del país. Las diferencias entre estos dos sectores mostraron la confluencia de dos proyectos educativos que pusieron a discusión el papel del Estado en la organización y administración de las instituciones niversitarias.
其他摘要：The educational policy implemented by the presidential administration of Lázaro Cárdenas (1934-1940) was contested by a wide sector of university staff in the whole country. Since it was impossible to reach common points of view with the university community, the government decided to implement a higher education policy without consulting the latter. This article proposes a review of some features of the higher education and scientific research policy implemented by the administration of President Cárdenas through the National Council of Higher Education and Scientific Research (Consejo Nacional de la Educación Superior y la Investigación Científica, CNESIC). This historical report shows the emergence of a new institution and several educational strategies in a period in which there was an evident dissent amongst most of the university staff and the country¿s authorities. The differences of opinion between both sectors showed the confluence of two educational projects that brought into discussion the role of the State within the organization and government of the higher education institutions.
