摘要：En este artículo hacemos un análisis de las consecuencias no previstas de las políticas educativas. Partimos de una revisión de los cambios que se han operado en el sistema de educación superior desde los años sesenta a la fecha. Con base en ello, vamos abordando las diferentes medidas adoptadas por el gobierno federal y los impactos que ellas han tenido en la planta académica de las instituciones. De manera particular, hacemos un seguimiento del Sistema Nacional de Investigadores y del Programa del Mejoramiento al Profesorado, con el supuesto de que si bien han traídobeneficios, éstos han sido opacados por los efectos contraproducentes que a la par han generado. Igualmente, sostenemos que los establecimientos educativos más consolidados junto con sus actores, son quienes en realidad han podido tomar mayores ventajas, por lo que se hace necesario diseñar políticas más incluyentes.
其他摘要：In this article, we make an analysis of the unforeseen consequences of educational policies. We set off from a revision on the changes that have occurred in the system of higher education since the 1960¿s to the present time. On this basis, we deal with the different measures adopted by the federal government and the impact that they have had on the academic staff at the institutions. In particular, we carry out a follow up of the National System of Researchers and the Program for the Improvement of the Faculty, with the assumption that though it has brought about benefits, they have been shadowed by the counterproductive effects that they have generated at the same time. In like manner, we maintain that the most consolidated educational establishments along with their actors are the ones who have really taken the advantage; therefore, it is necessary to design more inclusive policies.
