摘要：En sentido estricto, en México no existe gobierno metropolitano ni derechos políticos específicos para los habitantes de esos espacios. Pero este tema tiene una importancia de primer orden por el rol político que las grandes ciudades están desempeñando en la transición y la alternancia. Para medir la eficacia y legitimidad con que cuentan los niveles de gobierno y las administraciones implicados en las grandes ciudades, se plantea el significado del concepto de gobernabilidad y las implicaciones que tiene en las áreas metropolitanas. Sobre el trasfondo de experiencias internacionales se analiza el modelo mexicano y se efectúa un balance de las situaciones predominantes en este campo. Se realiza una operación semejante respecto de la ciudadanía política, de su relación con el espacio metropolitano, así como acerca de los componentes de dicha ciudadanía. El ensayo finaliza con la propuesta de un modelo republicano de relaciones entre ciudadanía política metropolitana y gobernabilidad.
其他摘要：Strictly speaking, in Mexico there is no metropolitan government nor specific political rights for the inhabitants of these spaces. But this topic has great importance for the political role that big cities are playing in the transition and alternating power. To measure the efficacy and legitimacy that the involved levels of governments and administrations in the big cities have, the meaning of the concept of control is discussed and the implications it has for metropolitan areas. In regard to the background of international experiences, the Mexican model is analyzed, and a review is made of the predominant situations in this field. A similar operation is performed in regard to the political citizenry, of its relationship to metropolitan space, as well as the components of this citizenry.
