摘要:To speak of the electoral topic in Colombia is to remember a part of the political history, where vectors of violence and poverty are crossed. Clientelism, vote purchase and manipulation, voter moving and the lack of an electoral system focused in social justice, are a clear example of the limited spaces in which the civic exercise may generate effective formulas to change the permanent reproduction of poverty and violence in the regions of the country. The current state of public order and the deterioration of the economy starting from the contraction of the internal demand, as well as the dependence of the exports of primary products, make the social framework for the commission functioning a thermometer for the evaluation of governmental institutions in the country. The violation of the principle of electoral equality (one man, one vote, one value), in the electoral system for seats assignment in the Low Chamber (House of Representatives) are not sustained in clear elements of representation of more depressed regions and do not even justify the application of this Dahlian approach to the High Chamber (Senate of the Republic), bringing about a lack of territorial and population representation of the poorest areas. From this space of democratization, elements of social justice are limited to decrease the distances between the regions and their population and we could speak of a single Colombia and not of many, as is actually the case.
