摘要：Este artículo tiene el propósito de fortalecer los estudios cualitativos sobre el carácter social de las comunidades rurales vinculadas a áreas naturales protegidas. El objetivo es el de caracterizar el ethos social de la comunidad de La Peñuela, localizada en el Parque Nacional Nevado de Toluca, para conocer sus valores, creencias, normas de comportamiento, preferencias y motivaciones con relación al desarrollo de la actividad turística en su localidad. Para su cumplimiento se lleva a cabo la investigación teniendo como marco teórico-metodológico a la fenomenología sociológica de Alfred Schutz, y aplicando un modelo interpretativo que permite realizar un análisis de contenido como lo propone Lalive d´Epinay. Como resultado del análisis se logró identificar los valores y normas de comportamiento que limitan el desarrollo de la actividad turística, a pesar de contar con recursos naturales considerados de gran atractividad.

Values and Behavior of the Tourism Environment.This article is intended to strengthen qualitative studies on the social character of rural communities associated with protected areas. The objective is to characterize the social ethos of the community of La Peñuela, located in the National Park Nevado de Toluca, to know their values, beliefs, behavioral norms, preferences and motivations in relation to the development of tourism in the area . For its fulfillment takes the investigation having as theoretical premise-methodological sociological phenomenology of Alfred Schutz, and by applying an interpretive model that allows a content analysis as proposed by Lalive d'Epinay. Since a result we managed to identify the values and behavioral norms that limit the development of tourism in spite of having natural resources that are of great attractiveness.
