La tercera versa sobre la asignación de los derechos, el uso y el no uso presente. La cuarta trata sobre el pago de patente por uso y no uso. La quinta analiza la dinámica del mercado. En la sexta se reflexiona sobre la patente por no uso como ficción legal. La séptima examina el funcionamiento del mercado. La octava sopesa las fórmulas propuestas para la patente por no uso. Y la novena es una consideración final.
